Starting in 1897 and continuing through 1930, Seattle undertook a series of regrades to flatten the city's terrain. City officials had decided that Denny Hill’s steep slope prevented Seattle’s northern expansion from the business core downtown. The first steps to address this problem were taken by the City of Seattle Engineering Department in 1898 when 1st Avenue from Pine Street to Denny Way was leveled. Excess dirt was dumped into the tidelands of Elliott Bay near Railroad Avenue. The next phase of the regrade occurred between 1903 and 1911, when 27 blocks between Second and Fifth avenues, from Pine to Cedar streets, were sluiced away.
